Application object  

People suffering from serious diseases who are overburdened with out-of-pocket medical expenses.  

(Medical assistance shall be provided to individuals with expenses exceeding RMB 30,000 yuan for out-patient medical expenses and inpatient medical expenses incurred in medical institutions designated by basic medical insurance after being paid by basic medical insurance, serious disease insurance for urban and rural residents, other supplementary medical insurance and commercial insurance)  

The application materials  

1. Completed Hainan Medical Assistance Application Approval Form  

2. Original medical expense documents and settlement list  

3. Original diagnostic medical record and medical history certificate  

4. Proof of basic family information and financial status  

5. Letter of authorization for family credit commitment and financial status check  

6. Household economic Status Report (provided by township government)  

7, seven days publicity materials (township government provided)  

8. Copy of ID card, hukou and social security card and other required materials  

Application process  

(I) Application: People who are overburdened with self-paid medical expenses due to serious diseases should go to the town government of their registered residence to fill in the Application For Medical Assistance in Hainan Province and provide:  

1. Original medical expense documents and settlement list;  

2. Original diagnostic medical record and medical history certificate;  

3. Proof of basic family information and economic status;  

4. Letter of authorization for family credit commitment and financial status check;  

5, ID card, hukou and social security card copies and other materials to provide.  (Note: The application for medical assistance for medical expenses of the current year shall be submitted before March 31 of the next year at the latest, and the delay will not be accepted)  

(2) Investigation: After receiving the relevant application materials, the town government will send people (with the cooperation of the village neighborhood committee) to investigate households, and report to the county civil affairs department to assist in checking their family income, property and other economic conditions.  

(iii) Publicity: for those who meet the requirements, the town government shall conduct publicity for 7 days in the village (neighborhood) committee where their registered residence is located.  If there is no objection after publicity, the town government shall put forward examination opinions and submit them to the county Medical insurance Bureau for examination and approval together with the application and economic verification materials. If they do not meet the requirements, the town government shall give a written reply.  

(IV) Review and approval: The county medical insurance Bureau shall review the medical assistance applications reported by the town governments in a timely manner, and make an approval decision within 30 working days. The county medical insurance Bureau shall give a written reply to those unqualified.  

(5) disbursement: for those eligible for medical assistance, the county social Security (medical insurance) center shall calculate and disburse the relief funds according to the provisions.
